Yes they are widely available in the aftermarket from Wilwood and others. You need the 10 psi versions. They can be plumbed in line.

Check base timing and advance. It sounds as if you may have a mis-match between carb and distributor.

You don't necessarily need a drum/ drum master; just need to add (or be sure your m/c has) 10psi residual valves to both front and rear systems. These counteract the springs on the shoes to keep the lining in close proximity to the drums.

The slicks did not offer factory power assist steering on the light duty leaf sprung trucks.
That being said dealers were known to install the ram type assist for customers.
Part of my business was wrecker conversions; making that installation a very popular dealer option.
