that is a noise suppressor for the radio.. keeps the "hum" of static out of it.. I have an EZ2Wire in mine and I couldn't get my head wrapped around low voltage so I had a guy do mine.. he said it was a decent kit for what I paid.. that's been almost 7-8 years ago

Paul, if he is doing inner, outer and core support, couldnt he change the whole clip and use the 65 grill, header panel and hood? This would be another option since changing it all anyway....
