If it had a PTO pump and hydraulic rotary drive as well as an auger and pole setting stinger on it , I would guess Ma Bell. Those items may have been removed, but there should be evidence of their location. Pole clamp set on very left rear, and auger set on right side of bed, IIRC, and that is in fact the application. Wheels look to be original Bell color, prior to the two-tones with reflective stripes. Looks like your big truck inventory is growing by leaps and bounds!

Took a better look at it... Not made to set poles
Hydraulic gin poles & huge winch
I bet it can lift a huge amount of weight
Fenders & doors very good
Hood & cab have medium amount of rust
License plate ... 1980.... I think the fuel has went sour
