I'd cut it out, use Blue lightning, or POR 15.
Preferably the former
I have the Blue Lightning here, I have used it and it works every bit as good as they claim. Actually exceeded my expectations.

The best bang for the buck is to sand the crap out of it.
Get yourself an electric DA sander, a roll of 60 grit adhesive back, a couple of 3M clean strip wheels and a high rpm drill. DA all of the large areas and 3M the hard to reach and rusty areas. Any tin holes need to be cut out and patched.
