anybody know of any underbed plastic tanks that would work with a bed fill?

Custom Classic Trucks mag did a tech article a few issues back using a "universal" tank (steel though...). perhaps this may give you some leads and ideas as a "between the frame rails" install is pretty generic.

perhaps a swap meet alternate: my 66 longbed came with fiberglass auxiliaries from an outfit out of Fort Worth, TX that has since gone out of business. they were ahead of the rear tires, outboard of the chassis rails. about 10 gals each with fill necks accessible through the wheel wells. pretty sweet install strategy as an alternate idea for keeping the spare tire between the rails, out back. my longbed tanks would definitely not work on your shortbed though - takes up the entire space.
