Other than the price range, sounds like you are in the market for an Ariel Atom, give or take a few horsepower!

The closest thing to that I've found to what you're looking for is the Nissan Micra, but it's not available in the US. 5-speed and a 1.6 inline 4, for just under $10,000 with no power mirrors, locks, or windows. Nearly impossible to find a 5-speed to test drive though, and it is a 4-door unfortunately. It's rated at 109 hp but it's not nearly as light as I thought it would (or should) be, and gas mileage should have been much higher in my opinion.
