The best bang for the buck is to sand the crap out of it.
Get yourself an electric DA sander, a roll of 60 grit adhesive back, a couple of 3M clean strip wheels and a high rpm drill. DA all of the large areas and 3M the hard to reach and rusty areas. Any tin holes need to be cut out and patched.
